What is a 5103 Notice?

This notice is required by law (38 CFR) to send to claimants of VA benefits in certain circumstances to assure adequate opportunity was afforded to gather additional evidence to support a claim. Simply put, if the VA is about to deny a claim, you may receive this notice offering a second chance to provide more evidence. Additionally, these notices are common for appealed contentions, though doesn't necessarily indicate a denial.

Am I required to respond?

No, you are not required to respond to a 5103 notice. If you do nothing, your claim will continue on its current path. However, you should always consult a Veterans Service Officer to analyze your specific situation to see if a response should be prepared.
